🔴 accepted ≠ effective. Kararın yürürlükte-olması, uygulanmış-olması, production'da-çalışması birbirine karıştırılmaz → dört-ayrı-status-ekseni (CAN-GOV-META-001).

1. Dört status-ekseni

• Normatif-kayıt (Anayasa/strateji/ADR/policy): governance_status=effective = yetkili-kabul + effective_at. Runtime/implementation GEREKMEZ (ADR effective-olabilir, implementation=not_started).
• Release/runtime: deployment_status=production ancak exact-SHA-runtime-evidence (evidence_status=independently_verified) ile.
• 🔴 Verify yürürlük-vermez — yalnız evidence_status üretir; effective-kararı yetkili-owner (CAN-CON-AUTH-001).
• 🔴 Yan-durumlar: withdrawn (sahip/CEO geri-çekti, hiç-effective-olmadan) · rejected (kabul-reddedildi) · suspended (geçici-askı) · conflicted (çelişki-tespit, çözülene-kadar). Bunlar retired-değildir (retired yalnız bir-dönem-effective-olmuş-kayıt). Eski-brief'in WITHDRAWN-kapanışı bu-modelde withdrawn ile temsil-edilir.

• R2 (use-case/ADR/domain/API) → Charter-appointed-owner + AI-CEO-red-flag + Verify-evidence; escalation-koşulunda İnsan-CEO.
• R0–R1 → delegated + otomatik-kontrol (lint/CI).

4. Evidence-kapısı

effective (release/runtime için) → evidence_status=independently_verified zorunlu (Verify, exact-SHA). Normatif-effective bunu-gerektirmez (yetkili-kabul yeter). 🔴 accepted-kayıt "production'da-çalışıyor" anlamına-GELMEZ.
